If you wonder how to address an out of control Federal Government, we have a Constitutional solution in Article V. It’s about proposing Amendments. All 27 Amendments so far were proposed by Congress, but Article V allows the States to propose them too. What’s not well known is that some of the Amendments proposed by Congress were proposed due to State applications that approached the 2/3 requirement. Article V says:“The Congress, whenever two thirds of both Houses shall deem it necessary, shall propose Amendments to this Constitution, OR, ON THE APPLICATION OF THE LEGISLATURES OF TWO THIRDS OF THE SEVERAL STATES, SHALL CALL A CONVENTION FOR PROPOSING AMENDMENTS, which, in either Case, shall be valid to all Intents and Purposes, as Part of this Constitution, when ratified by the Legislatures of three fourths of the several States, or by Conventions in three fourths thereof, as the one or the other Mode of Ratification may be proposed by the Congress; Provided that no Amendment which may be made prior to the Year One thousand eight hundred and eight shall in any Manner affect the first and fourth Clauses in the Ninth Section of the first Article; and that no State, without its Consent, shall be deprived of its equal Suffrage in the Senate”.Notice the phrase, “…or, on the Application of the Legislatures of two thirds of the several States…”. This means that if 2/3 of the States apply for the same Amendment, we can propose Amendments that add explicit prohibitions to Washington politicians, like what was done with the first ten Amendments, the Bill of Rights. The States option for Amendments was added to bypass Congress if Congress got too abusive. Proof that it was intended to bypass Congress can be found in Federalist 85.The Convention of States Project is applying to propose Amendments to limit the Federal Government in three areas; Federal term limits (The Judiciary is on the table), Federal jurisdiction, and fiscal restraints. We have 19 States signed on so far, and we need 15 more for a Convention. The Convention only proposes the Amendments. It takes 38 States to ratify. Convention of States is the only solution as big as the problem. There is opposition to this from the left, as expected, but also from The John Birch Society. It amounts to claims of a “new Constitution”. Washington DC has already done that, and JBS is okay with it. JBS is not the original JBS, and the opposition is 100% fear mongering. Questions are invited. The petition can be found at conventionofstates.com
